Union General Meeting (9th Feb 2006)

Societies Budgetting Reform

Proposed by: Nat Thwaites-McGowan

Seconded by: Carl Nuttall and Adam Stevenson (Societies Officers)

This union notes:

1.The Membership Related Grant (MRG) and Supplementary Grant Application (SGA) processes for Societies funding.
2. That as a result of these processes our societies are often left without sufficient funding until the Spring Term and that often the money for allocation runs out before all societies request have been heard.

This union believes:

1.That the change to advance budgeting in our proposed constitution will ensure that funding is fairer and distributed by the first day of term.

This union resolves:

1. To replace Schedules 2.10 to 2.13 with the following:

2.Societies

FINANCE FOR SOCIETIES

2.10 The Finance Committee will confirm the minimum cost of membership for Societies annually, prior to the budgeting process.

2.11 Societies wishing to be funded through a Grant Application must submit one to Finance Company. Grant Applications:

a) are only available to societies currently ratified at the point of submission of the application

b) are decided and distributed by Finance Committee

c) are included in the annual Union budget and debated and agreed prior to it being passed by Finance Committee

d) are ordinarily submitted during the Spring Term via procedures to be laid down by Finance Committee in the Union Code

e) must be accompanied by permission for the Finance Office to declare accurate current levels of own funds

f) must contain an accurate projection of annual income, expected own funds expenditure and a breakdown of the grant requested
